We call this the Candy Man.  It is 6 1/4" with a 1 3/4" brim. This style was first worn by the Dandies in the early 1800's and continued to be popular through the Empire 1800-1850, Victorian 1837-1901 and Edwardian 1890-1910 periods. Today it is also used as a Circus Ringmaster and for Steampunk costuming.
